Most families in California have never heard of the Regional Center system — until they need it. Then it becomes one of the most important resources they’ve ever discovered.
If your adult family member has an intellectual or developmental disability, the Regional Center network may be able to fund in-home care and support services at little or no cost to your family.
What Are Regional Centers?
California operates 21 Regional Centers across the state. They are nonprofit organizations contracted by the California Department of Developmental Services (DDS) to provide services and support to individuals with developmental disabilities.
Regional Centers serve people with intellectual disabilities, cerebral palsy, epilepsy, autism spectrum disorder, and related conditions that originated before age 18. Services are available across the lifespan.
For Orange County families, the relevant Regional Center is the Regional Center of Orange County (RCOC), headquartered in Santa Ana.
What Services Can Be Funded?
Regional Centers can fund an extensive range of services based on an individual’s assessed needs and their Individual program plan (Ipp). For adults living at home, this can include in-home respite care, personal care and assistance with daily living activities, supported living services, transportation, day programs, and specialized equipment.
The Lanterman Act: Your Legal Foundation
California’s Lanterman Developmental Disabilities Services Act establishes that individuals with developmental disabilities have a legal right to services and supports that enable them to live more independent and productive lives. This is a legal entitlement for those who qualify — not a discretionary program.
Regional Centers are required to fund services identified in a person’s Ipp as necessary. Families who understand this are better positioned to advocate effectively in the planning process.
How to Access Regional Center Services
If your family member is not yet connected to Regional Center services, contact RCOC directly to begin the intake process. There is no income-based eligibility — Regional Center services are based on disability status and need, not financial means.
